Kim Turlich-Vaughan, Clerk of Court for the Parish of Plaquemines, will be conducting a general course of instructions for elections, in accordance with LA. R.S. 18:431 (A). (In-Person Schools for NEW Commissioners ONLY). Qualifications for and the instruction date(s) are 1) You must be a registered voter able to vote without assistance; 2) You must not be a candidate in the election; & 3) You must not have been convicted of an election offense enumerated in Chapter 10, Title 18 of the Louisiana Revised Statutes.
Classes will be held at the following locations and times:
Clerk of Court’s Office, Courthouse Annex Bldg., 301 Main St., Belle Chasse
Wednesday, September 1, at 10:00 a.m. and 5:00 p.m.
Friday, September 3, at 10:00 a.m. and 2:00 p.m.
Registrar of Voters Office, 28028 Hwy 23, Port Sulphur
Thursday, September 2, at 10:00 a.m.
Clerk of Court’s Office, Plaquemines Parish Courthouse, 18055 Hwy. 15, Pointe-a-la-Hache
Thursday, September 2, at 1:30 p.m.
All current poll commissioners DO NOT NEED TO ATTEND.

The duties and responsibilities of the Clerk of Court are established by the Louisiana Constitution. Under the Constitution the Clerk serves as the Recorder of Deeds and Mortgages, Clerk of the District Court, Treasurer for the Court system, and Chief Election Officer of the parish.
The Clerk of Court's office is not funded by ad valorem taxes. The operations of the office, including the salaries and benefits of the employees, are entirely funded by the collection of fees for the services the office provides. The Louisiana Legislature statutorily establishes all fees.
